The plan was not prepared according to the innovative planning approaches accepted worldwide in the context of sustainability and climate change. As a result, the plan has not incorporated the drastic changes occurring worldwide over the past three decades in this context. Urban resilience and sustainability plans, by nature, are inclusive, engage residents, and present holistic solutions surrounding planning, mitigation, and adaptation for all urban spaces. 8. The City of Haifa plan was developed nearly three decades after the growing global awareness of the dangers expected from climate change and after many cities around the world updated their plans to adapt to future challenges and the uncertainties posed by the climate threat. However, despite being relatively new, the plan does not address most of the pressing issues surrounding the climate crisis and neglects many vital adaptation measures needed for urban resilience. 9. The plan proposes minimal mitigation to reduce emissions in the city. 10. According to the proposed urban plan, the emission reduction target is not realistic at all. The Haifa Municipality's lack of preparedness, as will be detailed in the study, exposes many areas of the city to climate threats that could prove to be death traps for residents during a climate crisis.
