III OBJECTIVE The main objective of the research is to examine how a city with high socioeconomic diversity between its population groups addresses urban resilience planning in the context of climate change and associated hazards, while providing appropriate responses to disparities between population groups in their residential neighborhoods. As a mixed city that is dealing with climate change and is also one of the most polluted in Israel, Haifa served as a case study in this research. The study focuses on urban resilience planning and the question of how this planning relates to the various population groups in the city. The four secondary objectives of the research are: 1. To characterize the urban adaptive measures related to urban resilience planning in response to the impacts of climate change, according to their contribution to the dimension of social justice. As a city located on the coastline and characterized by a relatively high frequency of flooding and fires, measures were examined for protection against heat waves, flooding, and the rise in sea levels. 2. To examine the resilience planning in Haifa using these adaptive tools, relative to their fairness. 3. To map the population groups in Haifa by neighborhood and according to their vulnerability. 4. To formulate recommendations for urban resilience planning policy in Haifa, based on principles of climate justice.
