Since its establishment in 1974, the Open University of Israel has been committed to academic excellence and the promotion of access to higher education for all of Israeli society. These goals remain the essence of the OUI.

In 1971, the Minister of Education and Culture at the time, Igal Allon, appointed a committee chaired by Professor Shneior Lifson, to examine the idea of the establishment of an open university in Israel, following the model of the Open University UK. Yad Hanadiv (Rothschild) Foundation endorsed the idea and offered to fund its establishment. in 1973, the government and the CHE decided to establish a “university for all.” 

In 1976, the OUI opened its doors in the Ramat Aviv neighborhood of Tel Aviv, with a student body numbering 2,267. Five courses were offered. At that time, the university employed 130 staff members, including nine senior faculty members and 31 faculty members.  On November 19, 1995, an agreement was signed between the university and the Ra'anana municipality and the construction of the main university campus began. The cornerstone laying ceremony was held in October 2000, and in 2004 the construction of the Dorothy de Rothschild Open University campus was completed. 

For more than fifty years, the OUI has empowered students by providing flexible higher education that accommodates a wide range of personal and professional obligations. This innovative approach has transformed the educational landscape in Israel. It has elevated the level of the workforce and created new opportunities for those facing economic challenges by fostering upward social mobility and enhancing career prospects. an OUI degree represents a standard of excellence, reflecting the advanced skills and potential of its graduates.

1970 - 1971

Yigal Alon, Minister of Education and Deputy Prime Minister, urges the establishment of an open university in Israel, with the goal of making higher education available for all Israelis throughout the country. A year later, a committee of experts established by the Yad Hanadiv (Rothschild) Foundation recommends the founding of an open university based on the British model.

On April 14, The Open University officially opens its doors. The first course development team is formed. On October 17, 1976, the first semester opens with 2,267 students. Mr. Max Rowe, Director of the Rothschild Foundation, is at the helm as the first president of the OUI.

1980

1980-1982

On June 18, 1980, the Council for Higher Education (CHE) authorizes the OUI to grant BA degrees. The first degrees are awarded on September 6, 1982, to 41 graduates.

-To address the academic requirements of an ever-growing and diversifying student population, the OUI adopts a sophisticated method of instruction based on the newest technologies, including mediated communication, cable TV, and satellite communication.
- In 1995, the first OUI master's degree program – in Computer Science - is approved by the CHE.

1997 - 2000

 The Research Authority is established. - A joint program with the Technion is implemented, which allows students who earn high grades in specific courses to transfer to the Technion. This is a precursor to the successful transfer tracks program, initiated in 1999, which allows students to transfer into second-year studies at other universities upon fulfilling specific course and grade.

The Budgeting and Finance Committee (affiliated with the CHE) approves a budgeting model designed specifically to meet the needs of the OUI's distinctive academic framework. The budgeting model recognizes the OUI's unique contribution to higher education in Israel.

The OUI implements Academia in High School as part of a national initiative in collaboration with the Israeli government. -The OUI establishes the Lamda Scholarship Press, which publishes scholarly books in all disciplines. -A Behavioral Sciences Lab is opened by the OUI in Tel Aviv. This facility broadens the range of research in behavioral science conducted by OUI faculty members, as well as providing opportunities for advanced undergraduate and graduate students to take part in empirical research.

The CHE grants the university the autonomy to open graduate study programs leading to master's degrees.

The OUI launches Lamda for Academia, a groundbreaking initiative that offers hundreds of digitized OUI textbooks online to about 250,000 Israeli students and to faculty and staff members at other academic institutions.

The CHE authorizes the university to open its first PhD program – Education: Technologies in Learning Systems

The OUI is dedicated to supporting students who have been serving as reserve soldiers in Operation Iron Swords. This includes accommodations and facilitations to students and their families.
